What tripped me up:
Figma's API can't change a variable's default mode, and the default had to be Heading. I swapped the modes instead and pinned every existing board to Display first, so nothing moved.

A page starts on Heading, and any section can switch to Display. The tag never changes.
Goal:
Display is the loud option.
One setting should let an author turn a section up without touching its headings.
How it works:
Each heading knows where it sits: hero, section, nested or block title.
The page has a mode, Heading by default, and a section can override it.
Together they pick the style.
The tag comes from the location.
